Dr. Tracey Graham is a distinguished healthcare executive with over three decades of experience spanning clinical care, operational leadership, and strategic healthcare transformation. Currently serving as Deputy Associate Director of Patient Care Services for the U.S. Department of Veterans Affairs, she oversees large-scale clinical integrations, transition strategies, and operational activations for one of the largest healthcare centers in the Veterans Health Administration.

A proven leader in high-reliability healthcare, Dr. Graham is recognized for her expertise in Lean Six Sigma, change management, systems redesign, and value-based care delivery. She has successfully directed complex transitions, including the integration of multiple community clinics into advanced healthcare facilities, ensuring seamless operations for multidisciplinary teams of 200+ personnel.

Her career spans senior leadership roles in the Department of Veterans Affairs, Department of Defense, Health Canada, and prominent healthcare consulting firms, where she specialized in strategic master planning, Indigenous healthcare, continuity of operations, and clinical optimization. As an educator and mentor, she has also served as an Adjunct Instructor at Shenandoah University, shaping the next generation of healthcare leaders.

Dr. Graham holds a Doctor of Nursing Practice, dual master’s degrees in Nursing and Business, and is a decorated Fellow of Sigma Theta Tau.
