Zoe E. Moyer, MHA, CHFP, ELI-MP

Zoe Moyer serves as the Facility Activation Program Manager and Contracting Officer Representative for the Fredericksburg Health Care Center—the largest outpatient health care center in the Veterans Health Administration. Working with senior-level stakeholders at the local, regional, and national levels, she has overseen more than $70M in major equipment procurement, coordinated multi-disciplinary teams, and ensured proper lease administration and regulatory compliance for the 471,000 sq ft facility. Zoe’s work often involves navigating complex ethical deliberations, balancing patient safety and building readiness considerations with the urgent need to increase Veteran access to care and to cost-effectively allocate resources across clinical service lines. A steward of taxpayer funds, she manages the largest lease in VA history with a leadership approach that applies a patient-centered ethos to Lean Six Sigma and Prosci change management strategies. An improv comic and instructor for ComedySportz Richmond, Zoe also brings laughter as a training tool into the healthcare setting, strengthening team communication, adaptability, and psychological safety.

Zoe Moyer is the President of the Central Virginia Healthcare Executives Group, a local independent chapter of the American College of Healthcare Executives, and a Certified Healthcare Financial Professional by the Healthcare Financial Management Association. Passionate about her professional networks, she also is serving as President of her alma mater alumnae class and her local Toastmasters club. Her professional background includes serving as the Acting Executive Officer to the Assistant Director/Chief Experience Officer at the Central Virginia VA Health Care System and working at the Children’s Hospital of Philadelphia, the NYC Department of Health and Mental Hygiene, Healthcare Without Harm/Practice Greenhealth, and the World Health Organization headquarters. Her research background includes experiences at Massachusetts Institute of Technology, Boston Children’s Hospital (a Harvard University affiliate), and start-ups affiliated with Stanford University and the University of California, San Francisco. Her bachelor’s degree from Wellesley College is nationally certified with distinction by American Society for Biochemistry and Molecular Biology and, prior to earning her Masters of Health Administration from Virginia Commonwealth University, she completed several years of training in their MD-PhD program.

Zoe Moyer is a certified professional coach and founder of Natural Bridge Coaching, LLC, helping healthcare leaders and companies embrace change. When she is not surmounting figurative mountains in her work, she is often found climbing the world’s tallest peaks with her fiancé, a volcanologist.
